§ 52.03  CONNECTION TO THE WATER SYSTEM; CONNECTION FEES.
   (A)   (1)   Upon application for connection to the village water system, the owner of a premises shall pay a connection fee in an amount per unit which shall be set from time to time by resolution of the Village Council, provided that the owner of the premises retains, at his or her cost, a contractor to install the connection to the water distribution line, subject to village inspection.
      (2)   Upon payment of this connection fee, the village shall provide and install a 1-inch water meter.
   (B)   In the event the owner of a premises requests the village to install the water connection, the owner shall pay, in addition to the connection fee, 1.15 times the actual cost incurred by the village in making the connection (exclusive of the cost of inspection by the village and the installed cost of the water meter).
   (C)   The connection fee imposed pursuant to this section is the amount charged each premises in the village to make the water system available to serve the premises and includes the cost of inspection and an installed 1-inch water meter.
   (D)   (1)   A true copy or a summary of this section shall be published in Traverse City Record Eagle, a newspaper circulated in the village, within 15 days after the adoption of this section by the Village Council.
      (2)   Upon the publication, the Clerk shall immediately enter the time and place of the publication in the record of ordinances.
   (E)   This section shall be in full force and effect as of 3-1-2001.
