(A) It is unlawful for any person to maliciously, willfully, or negligently break, damage, destroy, uncover, deface, or tamper with any structure, appurtenant, water meter or other equipment which is part of the water works system.
(B) Any person responsible for any injury or damage to the water system:
(1) Shall reimburse the village therefor and for the loss of water cause thereby; and
(2) Shall be responsible for any damage caused by escaping water.
