§ 151.05  PRELIMINARY PLAT MAP AND INFORMATION.
   (A)   Map data.  The preliminary map required by § 151.03(A) above shall be submitted in duplicate and contain the following information:
      (1)   The name or title under which it is proposed to record the subdivision;
      (2)   The name and address of all owners of record or subdividers;
      (3)   The location, width, approximate grade, and radius of curvature of proposed and existing streets, alleys, highways, and ways included in the plat together with similar facts regarding the adjacent property;
      (4)   The location of all existing features affecting the subdivision, such as railroads, buildings, wooded areas, easements, ditches, watercourses, and the like;
      (5)   The location and size of the nearest available public sewers, water mains, and power lines existing or planned;
      (6)   The location, size, and grade of the sewers with which it is proposed to serve the area or the location and description of other proposed means of sewage disposal; and
      (7)   The approximate dimensions of lots, approximate radii of curves, and the approximate location of all setback lines.
   (B)   Topographical map.  When in the opinion of the Council a topographical map of the area is required, the subdivider shall furnish the map with contour intervals of not more than 5 feet.
   (C)   Scale.
      (1)   Maps shall be drawn to clearly show all information, including date and cardinal points.
      (2)   The scale shall be not more than 100 feet to the inch except that maps required to show the location of nearest available public sewers or water mains may be drawn to a scale of 400 feet to the inch.
   (D)   Supplementary data.  The following supplementary information shall be filed with the preliminary maps:
      (1)   Sufficient legal description to define the boundaries of the proposed subdivision;
      (2)   A written statement or a zoning map indicating the proposed use of the various parcels;
      (3)   A description of the improvements to be made; and
      (4)   Tree planting plans, if any planting is contemplated.
   (E)   Approval.
      (1)   At the first regular meeting after receipt of the preliminary data, the Village Council shall cause the studies to be made as it may deem necessary to examine the proposed data for compliance with this chapter and sound engineering practice.
      (2)   Thereafter and within not more than 30 days from above the first regular meeting, the Village Council shall approve or disapprove the data and shall notify the subdivider of its action.
   (F)   Survey.  After receipt of approval of preliminary data from Council, subdivider shall:
      (1)   Cause accurate survey to be made in accordance with the preliminary map and any recommended alterations; and
      (2)   Proceed with steps for final approval.
   (G)   Expiration of approval.
      (1)   Council's approval of preliminary data shall expire at the end of 1 year from the date of the approval.
      (2)   The subdivider shall be required to make a new application for approval before proceeding with the final plat if he or she has not had the plat recorded within 1 year from the preliminary approval date.
