§ 93.08  REFRIGERATORS.
   (A)   It shall be unlawful for any person to keep on premises within his or her ownership or control, or for any person to leave or abandon within the village limits, any refrigerator, freezer, icebox, or other device having an automatic lock on a compartment large enough to enclose a human being, other than inside a securely locked building, unless the door of the device is removed or securely padlocked open or shut.
   (B)   (1)   Any person so authorized by the Village President shall immediately take steps to make safe any device so found within the village limits.
      (2)   The cost of these steps may be recovered from the property owner and the owner of the offending device in a civil action, in addition to any fine levied for maintenance of a public nuisance.
