§ 93.04  HANDBILLS, STICKERS, POSTERS, AND THE LIKE.
   (A)   No person shall distribute, throw, drop, or scatter in any street, alley, public or private place any posters, handbills, cards, samples, or other matter in such a manner as to result in the littering of any streets, alleys, public or private place.
   (B)   No person shall attach any handbills, cards, papers, or advertising material of any kind to the exterior of any motor vehicle, parked or standing in any street, alley, or public place, nor deposit the material within the vehicle so parked or standing.
   (C)   No person shall attach, paint, place, write, stamp, paste, or otherwise affix any message, sign, advertisement, or other matter upon any lamppost, utility pole, railway sign or equipment, tree, fire hydrant or box covering it, or on any pavement, sidewalk, crosswalk, public building, or any property or thing belonging to the village, or located in the public streets, alleys, parks, or other public places, except for public officials doing so for any public purpose.
   (D)   No person shall attach, paint, place, write, stamp, paste, or otherwise affix any sign, advertisement, or other matter upon any house, wall, fence, gate, post, or tree on private property without having first obtained the permission of the owner or occupant of the premises.
