The construction, operation and maintenance of above-ground swimming pools shall be subject to all terms and provisions of this chapter except for the provisions of § 4-812. In lieu of the walk area required by § 4-812, the owner of an above-ground pool may construct, after approval by the City Health Officer And/or Building Inspector, a deck of approved material and of such size and construction as to allow the safe entry into and exit from such above-ground pool.
