After the effective date of the ordinance codified in this chapter, all local improvement district bonds issued by the city shall provide that the principal sum of such bonds and the interest thereon shall be payable out of the local improvement district fund created for the payment of costs and expenses of the improvement, or out of the local improvement guarantee fund, authorized and created and not otherwise.
