13.04.250: DEFINITIONS:
As used in this article:
BACKFLOW:
The flow, other than the intended direction of flow, of any foreign liquids, gases, or substances into the distribution system of a public water supply.
   Back Pressure Backflow:
Backflow of a contaminated or polluted fluid due to an increased pressure above the supply pressure, which may be due to pumps, boilers, or other source of pressure.
   Back Siphonage Backflow:
The flowing back of used, contaminated, or polluted fluid from a plumbing fixture or vessel into a water supply pipe due to pressure less than atmospheric in such pipe.
BACKFLOW PREVENTION DEVICE:
A device to counteract backpressure or prevent back siphonage.
CONTAMINATION:
The entry into or presence in a public water supply of a substance which may be deleterious to health and/or quality of the water.
CROSS-CONNECTION:
A physical arrangement whereby a public water supply is connected, directly or indirectly, with another water supply system, sewer, drain, conduit, pool, storage reservoir, plumbing fixture, or other device which contains or may contain contaminated water, sewage, or other waste or liquids of unknown or unsafe quality which may be capable of imparting contamination to the public water supply as a result of backflow.
HEALTH OFFICER:
Idaho Department of Environmental Quality, or its authorized agent, or a similar agency of the State of Idaho.
MAINTENANCE SUPERVISOR:
The person appointed by the city council to be responsible for the operation and maintenance of the municipal water system, or his authorized agent.
MUNICIPAL WATER SYSTEM:
All components and facilities of the public water system that is owned, operated, and maintained by the city for domestic and other uses, which system and facilities consist generally of all wells, storage reservoirs, transmission mains, structures, buildings, chlorination facilities, pumps, pump houses, distribution mains, water lines, fire hydrants, valves, service connections, fittings, mechanical equipment, and all other facilities as required for the furnishing and distribution of water as a public system to certain areas of the city.
PERSON:
An individual, firm, company, association, society, corporation, or group.
PRIVATE WATER SYSTEM:
A water system for domestic use that is not owned, operated, and maintained by the city.
PUBLIC WATER SUPPLY:
A system or water supply intended or used for human consumption or other domestic uses, including source, treatment, storage, transmission, and distribution facilities, where water is furnished to a collection or number of individuals, or is made available to the public for human consumption or domestic use.
PURVEYOR:
