Any person, partnership, corporation or association desiring to connect to and use water from the city water system for a premises situated outside the city limits shall make application and shall be governed by all of the regulations contained in this article in addition to the following regulations:
A. The applicant shall enter into a written agreement with the city agreeing that use of the water system outside the city limits shall be governed by all the rules of the city and conditions of this article;
B. Water rates shall be double that provided within the city limits;
C. Agree that the city council retains the privilege of terminating the water service in the event the city council finds that the supply of water of the city water system is not adequate to supply the applicant or that continued use of the system will jeopardize the use by users within the city limits or the city water system.
