13.04.150: SHORTAGES; EMERGENCY PROCLAMATION:
In the event the supply or the pressure of water in the city water system should for any reason become diminished or in danger of becoming diminished, or for the protection of the public health and welfare or for safeguarding the system, the mayor of the city is empowered to declare an emergency and to issue a proclamation limiting use of the city water system whereupon use of the system shall be restricted in accordance with the proclamation. From the date of such proclamation, it is unlawful for any person to use or permit the use of the city water system in violation of such proclamation. Notice of proclamation shall be given by posting in three (3) public places within the city and by publication in the official newspaper of the city during the term of such emergency.
