All extensions to the city water system made within the public right of way shall become the property of the city. The property owner shall be responsible for the repair and maintenance, in a state of good condition, of all water lines and facilities upon the property of the owner. No person or plumber, except for the city water superintendent or employee under his direction, shall make any connections to the city water system or make any alterations therein or connect any water pipes which have been disconnected or turn on or turn off water to any premises except to test or make repairs.
