A. All deposits, hookup fees and water user charges are subject to revision by the city council at any time and revision may be made by minute entry or resolution of the city council without the necessity of amending this article.
B. All applications for new connections to the water system are subject to the refusal by the city council if the water system or water supply of the city water system should be inadequate for any reason to handle the increased load upon the system and any application for water service outside the city limits is subject to said condition and also the condition that the city council finds the city is financially unable to expand the extension of the water lines to the premises of the applicant or any other reason deemed by the city council to adversely affect the city water system or the residents of the city.
