A. Connection And Hookup Fee: All persons, partnerships, corporations or associations desiring to use and connect to the city water system shall make application to the city clerk and shall pay with the application a water connection fee, and the water hookup fee as established by the city.
B. Deposit: The combined water and sewer deposit shall be in the sum of double the monthly minimum water and sewer charges. All deposits shall be kept in a special fund of the city and shall be refunded to the user upon application and termination of the services, provided the city shall withhold from the deposit all sums that are due to the city for water and sewer user accounts, connection and disconnection fees; and provided, further, any user who has maintained current payment of all water and sewer user charges for a term of two (2) consecutive years, and there has been no delinquency in the payment of the charges during said term, then upon application by the user for refund of the deposit, the city clerk shall refund the same to the user.
