All work done in accordance with the terms and provisions of this chapter, whether done by the owner or owners of the property, the city of Kimberly, or a contractor, shall be done and performed under and subject to inspection by and the approval of the city public works superintendent, and shall be in accordance with the city and standards and specifications therefor except that the city council may direct that the city engineer perform the inspection on specified projects.
