For the purposes of this article:
ABANDONED: Dismantled, nonoperating, junked, damaged or destroyed motor vehicles and machinery and leaving it upon any public street, alley, sidewalk or other public property within the city.
VEHICLE: Every device in, upon or by which any person or property is or may be transported or drawn upon a public highway, excepting devices moved by human power or used exclusively upon stationary rails or tracks. (Ord. 422 § 5, 1987)
