2.04.020: ORGANIZATION; POWERS OF PRESIDENT:
   A.   At the first meeting of the council in January following a general city election, the council shall, from its members, elect one councilman to be styled president of the council.
   B.   The president of the council shall have all powers of the mayor when serving that office due to absence of the mayor or vacancy of the office of mayor. (Ord. 224 § 2, 1967)
