All pound business is done at the city clerk's office Monday through Friday from eight o'clock (8:00) A.M. to five o'clock (5:00) P.M. The city council, from time to time, shall determine what the regular hours shall be and shall cause the same to be posted at or near the main entrance of the pound in plain view of the public.
