It is unlawful for any person keeping or harboring a dog for which a license is required by this chapter to fail or refuse to exhibit the registration certificate or license tag upon demand by the code enforcement officer or police officer. Any person violating the provisions of this section shall be deemed guilty of an infraction, upon conviction thereof, and shall pay a fine of one hundred dollars ($100.00) per offense.
