Ocean Bay Boulevard in Kill Devil Hills shall constitute the baseline for numbering principal buildings and vacant parcels, lots and tracts of land along all streets running in a northerly and southerly direction. Croatan Highway shall constitute the baseline for numbering buildings and vacant parcels, lots and tracts of land along all streets running in an easterly and westerly direction.
