(A) There is established a uniform street address system by which all vacant parcels, lots and tracts of land fronting on all streets, avenues and public rights-of-way in the town and all houses and other buildings shall be numbered.
(B) A Street Address Committee is created consisting of the Mayors of the Towns of Kill Devil Hills, Kitty Hawk and Nags Head or their duly appointed representatives. This Committee will recommend street name changes to the towns and act on questions of implementation of the street address system.
