After the seven days' notice provided for in § 94.14, an animal may be adopted by a suitable applicant upon payment of an adoption fee of such amount as established by the Board of Commissioners from time to time and the identification tag fee, as required. It shall be unlawful for such animal's custodian or record or agent thereof to circumvent the law by adopting the impounded animal to avoid payment of penalty fees.
