§ 71.21 HAULING DEBRIS AND REFUSE IN UNCOVERED VEHICLES.
   (A)   No vehicle shall be driven or moved on any street or highway within the town unless such vehicle is so constructed or loaded as to prevent any of its load from dropping, sifting, leaking or otherwise escaping therefrom, except that sand may be dropped for the purpose of securing traction or water or other substances may be sprinkled on a roadway in cleaning or maintaining such roadway.
   (B)   Trucks, trailers or other vehicles, when loaded with trash, garbage, rubble or other similar substances which could blow, leak, sift or drop, shall not be driven or moved on any street or highway within the town unless the load is securely covered by a tarpaulin or some other suitable covering or unless they are constructed so as to prevent any of their loads from dropping, sifting, leaking, blowing or otherwise escaping therefrom.
