Before any electrical power company supplying electricity to any area within the town may connect its power lines to the wiring of any dwelling or proposed dwelling within the town, it shall first determine that there is in operation on such property a sewage disposal system which complies with the minimum health requirements of the Dare County Health Department. This obligation on the part of the electrical company shall be deemed fulfilled when the owner of such property shall have presented to the company a certificate from the Dare County Sanitarian that a sewage disposal system meeting county requirements is in operation.
