Any person desiring to have a water line constructed shall:
(A) Comply with the provisions of this chapter;
(B) Submit, for approval by the town, plans and specifications by an engineer licensed in the state, together with evidence of financial ability to complete the project and a two-year warranty prior to any connection to town service;
(C) Guarantee to save harmless the town from all loss, damage or liability by reason of any injury to person or property occasioned by such water line construction by his contractor;
