§ 50.31 BULK TRASH DROP-OFF AREA.
   (A)   Purpose. The bulk trash drop-off area is operated to provide a place for only owners of improved properties in Kill Devil Hills to bring bulk trash, tree limbs or branches for disposal, subject to the procedures and restrictions outlined in this section.
   (B)   Procedure for using bulk trash drop-off area. The following procedures shall be required for disposal of all bulk trash at the drop-off area:
      (1)   Permit required. A permit for utilizing the drop-off area must be obtained from the Public Services Department. Permits are issued free of charge to owners and/or residents of improved properties in the town upon verification of two forms of identification (such as a driver's license, a water bill, a voter registration card, property tax bill or some other form of identification establishing and verifying that the improved property for which the permit is requested is located within the town). In order to utilize the drop-off center, one of two types of permits must be obtained:
         (a)   A permit to utilize the drop-off center as a property owner. Completion of an application form containing the following minimum information is required: name, address, permit number and the model and license number of the vehicle which will be used to haul the bulk trash for drop-off. Upon receipt, the permit must be affixed to the inside of the windshield on the driver's side of the vehicle. The permit shall be placed in the lower corner maintaining a minimum of one inch clearance from any other decal such as the North Carolina Inspection Sticker. The permit shall be positioned with lettering and numbers upright, clearly visible to the town attendant and so as not to impede visibility with regards to safe operation of the vehicle. Permits already issued for use of the dry trash yard at the time of adoption of this section may continue to be used provided they are in good condition and clearly visible. Only one permit will be issued for each improved property;
         (b)   A special use permit will be issued only to disabled or infirm residents or owners of improved residential properties that may otherwise be able to show just cause that would prevent them from bringing bulk trash to the bulk trash drop-off center. Each request for such a permit will be reviewed on a case by case basis by the Public Services Department. The special use permit would be valid for a 30-day period, issuable upon request, for disposal of bulk trash debris generated on-site at the improved residential property. Presentation of this permit will allow the use of the bulk trash drop-off center by someone other than the resident or property owner.
      (2)   Bulk trash/acceptable materials. Trash must be separated as follows:
         (a)   White goods and metals; bicycles must have tires removed;
         (b)   Non-recyclable glass;
         (c)   Furniture such as beds, sofas, mattresses, chairs and the like; construction and demolition materials such as flooring, cabinets, paneling, carpeting, insulation, lumber and other wood products and bundled shingles;
         (d)   Not more than one wheelbarrow load of brick, concrete or asphalt materials;
         (e)   Tree limbs and branches and yard waste;
         (f)   Lawnmowers, weedeaters, blowers or similar gas-powered equipment, with gas tanks removed;
         (g)   Bulk trash generated on-site at the property.
      (3)   Prohibited items. The following are examples of bulk trash prohibited from drop-off at the town bulk trash drop-off area:
         (a)   Hazardous materials of any type waste, including empty fuel tanks, propane tanks or any pressurized containers;
         (b)   Any bulk trash from residential or commercial properties produced as a result of a contracted service, except as otherwise provided in subsection (B)(1)(b) of this section.
