§ 177.03 MAINTENANCE OF VACANT BUILDINGS.
   (A)   No vacant building shall be maintained such that it is insecure, unsafe, unhealthful, unsanitary or structurally defective by reason of inadequate maintenance, dilapidation, obsolescence, or abandonment.
   (B)   In accordance with and in addition to the duties set forth above in division (A), the owner of any vacant building shall maintain the vacant building as follows:
      (1)   Grass and weeds shall be maintained in accordance with Village of Killbuck §§ 174.15 through 174.20, as they may be amended from time to time.
      (2)   The premises shall be maintained free of litter in accordance with the Ohio Basic Code as it may be amended from time to time.
      (3)   All building exteriors shall have adequate weather protection, including paint, siding, and/or similar finishes in good condition.
      (4)   Surfaces of vacant buildings shall be maintained free of broken glass, loose shingles, crumbling stone or brick, peeling paint, or other conditions reflective of deterioration or inadequate maintenance.
      (5)   All buildings and grounds must be secured against trespassers and rodents. This includes maintaining all exterior doors, windows and yard fencing in a good and secured condition.
      (6)   No boards, plywood or similar means or materials may be used to secure windows and doors.
      (7)   Doors, and/or windows that are deemed insecure or unsafe shall be secured by their replacement with similar, new doors or window units equipped with locking hardware.
      (8)   Roofs on all buildings shall be in good, weather tight condition with no leakage.
      (9)   Any accumulated trash or debris must be removed from the property immediately.
      (10)   Graffiti, tagging or similar markings must be immediately removed or painted over with an exterior grade paint that matches the exterior color of the structure.
      (11)   Pools and spas shall be drained and kept dry.
      (12)   Buildings shall be properly heated during the winter such as to not create a risk of harm to neighboring properties.
