After review and due consideration of each application, the committee shall submit to the building commissioner its findings and recommendations regarding the application, particularly in relation to the standards set forth in section 2-7-4 of this chapter. Any such written report of the committee shall be signed by all members of the committee in attendance. In the event the committee fails to submit its written report to the building commissioner within thirty (30) calendar days of receipt of the application, plans, etc., then it shall be deemed that the committee finds that said application, plans, etc., are acceptable and that the committee's recommendation is favorable.
