(A) (1) Plumbers must not extend water pipes from 1 premises to another.
(2) All connection with the municipal water mains must have a curbstop and backflow preventor boxes to be located within a meter pit within 1 foot of the property line of the property to be served on the public right of way or public easement.
(B) Design criteria.
(1) Water mains will be required to meet the Handbook of PVC Pipe Design, Unibell, current edition and South Dakota DANR Standards.
(2) Recommended Standards for Water Works, “Ten States Standards”, current edition.
(3) National Standard Plumbing Code Illustrated, current edition.
(4) Minimum service line size is 1 inch.
(5) Tapping saddles and corporation stops are required. Tapping and all materials are the responsibility of the contractor. Town Public Works Supervisor shall observe all water main taps. The contractor shall contact and schedule the proposed tap with Keystone Public Works 2 days prior to the anticipated tap.
(6) Tapping saddles shall be solid band 304 stainless -steel construction with stainless-steel nuts and bolts. Tapered Buna-N ASTM D-2000 rubber gasketed (Ford FS303 or equal).
(7) Compression type connections with inserts are required. (No yellow brass allowed. Red brass only.)
(8) No service line splices on any section of the line.
(9) Curb stop valves must be a type with a cylindrical plug provided with a pressure activated “O” ring sealed in a machine groove near the top of the plug. Curb stop valves shall be Muller Mark II Driseal No H-15154, Hayes Nuseal No 4012 or equivalent. Drains shall not be permitted on the valves.
(10) Curb boxes shall be cast iron that telescope to a length of 6 feet, have a Minneapolis Pattern base and screw type lid marked “Water” with a pentagon brass nut. Risers shall be a minimum of 1 inches in diameter. Curb boxes shall be Muller-H10300 or equivalent.
(11) Water services shall be bedded with fines according to bedding specifications for crusher fines with a minimum 3 inches below the pipe and 3 inches above the pipe.
(12) Select soil material is required for a minimum of 18 inches above the pipe and shall include no rocks 2 inches or larger in normal diameter.
(13) The service line excavation within the public right-of-way or public easement shall be compacted to the satisfaction of the town. Excavation settlement and subsequent damages resulting therefrom shall be the responsibility of the user for a period of 1 year.
(14) The cost of original installation of all pipes and plumbing between the municipal service mains and the user’s curb stop and all extensions thereto and any sewer and water lines shall be borne by the user entirely. All such plumbing and service installations shall at all times be subject to inspection by the Public Works Supervisor. Upon final inspection of the installation, the service line and curb stop located in the public right of way shall become the property of the municipality.
(15) All water service lines shall be tested for leakage by a licensed plumber and inspected by the town prior to back filling of the service line excavation. The testing method shall be approved by the town prior to conducting the test. A minimum notice of at least 24 hours is required prior to any inspection.
