Whenever it comes to the attention of the Police Department by way of 2 or more complaints in writing from 2 adult residents of the Town of Keystone, who do not reside at the same residence, that any person has an abandoned or junk motor vehicle on his or her property, a notice in writing from the law enforcement department shall be served by certified mail or personal service upon the person ordering the removal of the motor vehicle in the time specified in this section. The notice shall contain the request for removal within 30 days after the mailing of or service of the notice, and the notice shall advise that failure to comply with the notice to remove shall be a violation of this section.
