The driver of a motor vehicle shall not follow another vehicle more closely than is reasonable and prudent, having due regard to the speed of the vehicles and the traffic upon and the condition of the highway. This section shall not be construed to prevent 1 vehicle from overtaking and passing another in accord with the provisions of this section.
