The driver of a vehicle upon a highway shall yield the right-of-way to all emergency vehicles including ambulances, police and fire vehicles when on official business and when the drivers thereof sound audible signal by bell, siren or exhaust whistle. The provisions of this section shall not operate to relieve the driver of a Police or Fire Department vehicle or ambulance from the duty to drive with due regard for the safety of all persons using the highway nor shall it protect the driver of any vehicle from the consequences of an arbitrary exercise of the right-of-way.
