It shall be a public offense for any person, as provided by state law, for any person to drive or move, or for the owner to cause or knowingly permit to be driven or moved, on any highway, any vehicle or vehicles, which are not so constructed or equipped as required by SDCL § 32-15, inclusive, or the rules and regulations of the South Dakota Department of Public Safety, Board of Transportation or county highway superintendent adopted pursuant thereto.
