§ 70.020 OPERATION OF VEHICLE WITHOUT CERTIFICATE OF TITLE.
   The owner, or any person without the consent of the owner being first obtained, who shall operate a motor vehicle in this municipality under a registration number of this state, without first securing a certificate of title as provided by SDCL § 32-2, commits a petty offense.
