§ 150.081 RIGHT TO STOP WRECKING.
   The Health, Building and Zoning Officer shall have all rights to stop the wrecking or tearing down of any building or structure within the city when such is being done in a reckless or careless manner, or in violation of any provision of this code, or in such a manner as to endanger life or property. He may order any and all persons engaged in said work to stop and desist therefrom. When such work has been stopped by the Health, Building and Zoning Officer, it shall not start again until adequate precaution for the protection of life and property has been taken. The said work shall then be performed with care and in conformity with the provisions of this code.
