(A) The Mayor shall be Commissioner of Public Affairs, and such Commissioner shall be Superintendent of the Department of Public Affairs.
(B) The Department of Public Affairs shall include:
(1) The Water Department.
(2) The City Attorney and any assistant.
(3) The Police Department.
(4) Engineering Service Department.
(5) Civil Defense Director.
(6) The Municipal sewerage system, including sewer disposal plant and all employees therein.
(7) The streets and alleys of the city; and the said Mayor shall have and exercise supervision and control of the Street Commissioner and the employees in the Street Department and shall otherwise superintend the improvements and repair and cleaning of the streets, sidewalks, paving, viaducts and shall have charge of the purchase of equipment, apparatus and materials used in the Street Department.
