§ 32.001 ADMINISTRATIVE DEPARTMENTS CREATED.
   (A)   The executive and administrative powers, authority and duties of the city are hereby distributed into and among five departments, as follows:
      (1)   Department of Accounts and Finances.
      (2)   Department of Parks and Cemeteries.
      (3)   Department of Public Works.
      (4)   Fire Department.
      (5)   Police Department.
   (B)   The Mayor shall be Superintendent of the Department of Public Affairs; and the City Council shall, at the first regular meeting after election of its members, designate by a majority vote, the Commissioners which are to be Superintendents of the different departments of the city government.
