§ 117.03 LICENSING SYSTEM LIMITATIONS PER STATE STATUTE.
   Licenses shall be issued to qualified applicants upon the fulfillment of the following requirements per the Raffles Act.
   (A)   A licensing fee is paid by the applicant. The fee for an individual raffle license shall be equal to $10 or 1/10th of one percent of the aggregate retail value of all prizes or merchandise awarded, whichever is more. The fee for an extended period multiple raffle license shall be $100. Said extended term raffle license shall be valid for a period of time from the date of issuance and thereafter running for a period of time not to exceed 364 days after issuance for which the extended term raffle license is applied. There shall be no pro-rating of the fee for the extended term raffle license.
   (B)   The aggregate retail value of all prizes or merchandise awarded by a licensee in a single raffle shall be limited to $100,000.
   (C)   The maximum retail value of each prize awarded by a licensee in a single raffle shall be limited to $100,000.
   (D)   The maximum price which may be charged for each raffle chance issued or sold shall be limited to $100.
   (E)   The maximum number of days during which chances may be issued or sold shall be limited to 90 days for a raffle conducted under an individual raffle license and one year for a raffle conducted under an extended term raffle license.
   (F)   Individual raffle licenses issued pursuant to this chapter shall be valid for one raffle. Extended term raffle licenses shall be valid for a minimum of one and not to exceed 25 raffles during the effective term of the extended term raffle license.
   (G)   If the raffles manager designated by the organization is a member of the organization and has by unanimous vote of the members of the organization been granted an exemption to the fidelity bond requirement of the State of Illinois Raffles Act, the raffles manager shall not be required to give a fidelity bond in favor of the organization. Otherwise the raffles manager shall give a fidelity bond in the amount of the aggregate retail value of all prizes or merchandise to be awarded by the organization for the raffle or raffles.
   (H)   The City Manager shall specify the form to be used when applying for a raffle license. The form shall contain the necessary information to ensure that the applicant know all of the requirements of the Raffles Act.
