The City Clerk is hereby authorized to issue a license for the conducting of the business of photography for pay within the city by transient photographers, upon the payment of a license fee of $25. Such license shall be valid for a period of one year, and shall not be transferable, nor shall the license authorize more than one person to conduct such business thereunder, but shall be paid for each person employed in selling, taking or delivering photographs.
