No person shall conduct, keep, manage, operate or cause to be conducted, kept, managed or operated either as owner, lessor, lessee, agent or attorney, any hotel, rooming house, or lodging house within the corporate limits of the city without having first obtained a license from the city so to do. All said licenses shall be issued annually and shall expire April 30 of each year. The fee for each license shall be $1 and no license shall be issued for less amount.
