§ 110.12 FEE SCHEDULE PRORATED FEES.
   (A)   The fees for licenses granted under the provisions of this chapter shall be as follows:

   (B)   Carnivals.
      (1)   License to conduct an entertainment or show commonly known as a carnival consisting of several shows, concessions, rides, games, and amusements shall be $500 per week or portion of any week, excluding Sundays, the said license to be issued on the presentation of a written application for license which application shall list and describe all shows, concessions, rides, games and amusements. Such listing and description shall be of sufficient nature to enable the licensing authority to ascertain whether or not they are in violation of any provision of this code or state law and said licensing authority may refuse a license if said shows, concessions, rides, games or amusements in any way violate the provisions of this code or the laws of the state it is also provided that said license be issued to said applicant in consideration that the applicant pay in addition to said fee the usual and customary wages of three special police officers to be in attendance upon such carnival during the hours of its operation, in charge of and under the direction of the Police Department of the city.
      (2)   This license shall be signed by the Mayor and the City Clerk only after the payment of the license fee and the additional compensation for the special police; however, it is provided herein that when any such carnival is conducted under the auspices and for the benefit of a chartered non-profit organization or organizations in the city, the license fee then shall be $150 per week or any portion thereof, excluding Sundays, together with all the other provisions hereinbefore set forth but no such organization shall be granted a permit for more than one such carnival in any calendar year. It is further provided that the number of carnivals showing in the city shall be limited to one per calendar month, and no licenses shall be issued unless the application therefor is accompanied by the written consent of the majority of the number of residents on property abutting on the streets adjacent to the property on which said carnival is proposed to be held, for a distance of 600 feet from each corner of the property on which it is proposed to hold a carnival.

   (C)   In all cases enumerated in this chapter where an annual license fee only is specified, it shall be lawful to issue a license for the remainder of the municipal year in which application for such license is made and to charge for such license such proportion of the annual license fee as the remaining portion of the municipal year bears to the entire year.
