§ 110.03 GRANTING OF LICENSES; CONDITIONS OF ISSUANCE.
   (A)   In all cases where it is not otherwise expressly provided, the Mayor shall hear and grant all applications for licenses upon the terms specified in any of the provisions of this code; and all licenses shall be issued to such person or persons as shall comply in all respects with the provisions of this code, and as the Mayor, in his discretion, shall deem suitable and proper persons to be licensed. The Mayor may, in his discretion, refuse to grant any application for a license until the same shall have been ordered by the City Council, to whom he shall refer such application at the next regular meeting of the Council.

   (B)   No license shall be granted to any person who is not, at the time application for license is made, a person of good moral character. Applicants shall provide proof of identity for them and all employees, as well as proof of Illinois tax identification number. All licenses shall be subject to all provisions of this code in relation to such licenses that may be in force at the time of issuing the same or that may be passed subsequently; and if any person receiving a license shall violate any provision thereof in relation to his license or sell any immoral or pernicious publication or conduct his business in a disorderly or offensive manner, or in such manner as to violate any provision of this code, his license may be revoked by the Council. No person shall be permitted to act under one license at more than one place at a time or at any other than the place named unless so expressly mentioned in the license.
