For the purpose of Title XI the following definitions shall apply unless the context clearly indicates or requires a different meaning.
AUCTIONEER. Any person who shall cry at auctions or sell at auctions, except as hereinbefore provided, any goods, wares, merchandise or personal property of any kind.
HACKMAN. Every person who shall by wagon, carriage, omnibus, hack or other vehicle carry persons from place to place within the city for hire or who shall operate any such vehicle in the city for the purpose of carrying persons for hire.
PUBLIC SCALES. All scales in the city upon which persons other than the owners or keepers are allowed to weigh any materials of any kind for pay or profit, and no person shall operate any such public scales without obtaining a license so to do, and each day's operation of any such scale after the first conviction shall be deemed a separate offense.
