Any person hauling any material along or upon the streets, avenues or alleys of the city shall so construct, keep and maintain the means of conveyance thereof so that at no time shall any of said material so hauled be dropped or spilled onto said streets, avenues or alleys. Any person hauling trash or any other material along or upon the streets, avenues or alleys of the city which trash or material is to be deposited in the Kewanee landfill or any other landfill shall cover the means of conveyance thereof with a tarp or other like material so that at no time shall any of said trash or other material so hauled be dropped, spilled or allowed to fall or blow onto said streets, avenues or alleys. Any person failing or refusing to comply with the terms of this section shall be deemed guilty of a misdemeanor.
