§ 94.27 EXCEPTIONS; PUBLIC DISPLAY.
   Public exhibitions or displays of fireworks or pyrotechnics shall be permitted when such display or exhibition is under expert supervision, however, that no public exhibition or display of pyrotechnics shall be had without first obtaining the approval of the Chief Fire Marshal, the consent of the City Council and the payment of a permit fee of $1 to the City Clerk. Every such display shall be handled by a competent individual designated by the City Fire Marshal and shall be of such a character and so located, discharged or fired, as not be hazardous to property or endanger any person or persons. Application for permits shall be made in writing at least 15 days in advance of the date of the display and action shall be taken on such applications within 48 hours after such application is made. After such privilege shall have been granted, sales, possession, use and distribution of fireworks for such display shall be lawful for that purpose only. No permit granted hereunder shall be transferable. Permits may be granted hereunder to any groups of three or more adult individuals applying therefor.
