§ 31.040 BOOKKEEPING SYSTEM; COMPROMISING CLAIMS PROHIBITED.
   In keeping the books and records herein required to be kept by the City Clerk, it shall be his duty to do the work in such a manner so that said books and records will of all times contain and disclose in detail, the accounts, transactions, business and affairs of his said office. He shall keep separate the collections pertaining to the various funds, departments or offices of the city, as they may exist from time to time. He shall have no power to compromise claims or adjust differences alleged or claimed in the amount due or payable to said city.
