(A) The City Clerk shall keep proper and appropriate books and records wherein the accounts, business transactions and affairs of his office shall be by him transcribed for preservation and reference. He shall have charge of and control over all the bookkeeping and clerical work necessary to be done in behalf of the city, except such books and records as are by law required to be kept by the City Treasurer or any other officer.

(B) Specific records.
(1) License record. The City Clerk shall attest all city licenses and keep a license record book showing to whom, for what purpose, at what time, for what license fee and for what length of time licenses have been granted.
(2) Bond register. The Clerk shall keep in a separate book a registry of all city and special assessments bonds issued, showing when issued, when maturing, the amount, the rate of interest borne, on what account and for what purpose issued, and when canceled and discharged.
(3) Warrant register. The Clerk shall keep a register of all warrants issued by the city, stating the number of each warrant, the date and amount thereof, on what account and to whom issued, and he shall issue no warrants except in the manner provided by law.
