§ 31.037 DEPUTY CITY CLERK APPOINTED.
   The City Clerk, with the concurrence of the City Manager, may appoint a Deputy City Clerk by and with the advice and consent of the City Council, who, in absence of the City Clerk, in case of sickness or otherwise, shall be empowered to perform all of the duties of said Clerk.
