SCHEDULE VI. TRUCK ROUTES AND WEIGHT RESTRICTIONS.
   (A)   Operation of trucks on certain streets prohibited. No person shall operate, or cause to be operated, a motor vehicle having a gross weight including vehicle and maximum load of 12,000 pounds or more, or motorized equipment having a gross weight of 12,000 pounds or more, on any street of this city unless such street has been designated as a truck route under division (B) of this section, or a local delivery route under division (C) of this section, except as provided in division (D) of this section.
   (B)   Designation of truck routes.
      (1)   All major arterial streets, or portions thereof, as defined in the current city comprehensive plan shall be designated as truck routes. (Main Street, Tenney Street, Division Street from Main Street to Tenney Street)
      (2)   The following listed minor arterial streets, or portions thereof, shall be designated as truck routes.
         (a)   Railroad Avenue
         (b)   East Street from Second Street to Railroad Avenue
         (c)   Second Street from Main Street to East Street
         (d)   W. Sixth Street
         (e)   W. South Street
   (C)   Designation of local delivery truck routes.
      (1)   Local delivery truck route. A street allowed to be used by local delivery truck traffic. Local delivery truck traffic is defined as vehicles involving local destination or origination, if necessary, for the conduct of business or service of an occupant at a destination point, or from an origination point, which is not adjacent to a truck route.
      (2)   The following listed streets shall be designated as local delivery truck routes.
         (a)   West Street from Sixth Street to Fourth Street; Fourth Street from West Street to Washington Street; Washington Street from Fourth Street to Rose Street.
         (b)   Rose Street from West Street to Boss Street; Boss Street from Rose Street to Commercial Street; Commercial Street from Boss Street to Park Street; Second Street from Park Street to Lexington Avenue; Third Street from Lexington Avenue to Main Street.
         (c)   Division Street from Burlington Avenue to Tenney Street.
         (d)   Burlington Avenue from South Street to Page; Burlington Avenue from Page Street to Dodge Street.
         (e)   South Street from Tenney Street to Andrews Avenue.
         (f)   Ninth Street from Main Street to Kent Street.
         (g)   East Street from Railroad Avenue to the northern city limits.
         (h)   Kentville Road.
         (i)   Lake Street from East Street to Fischer Avenue.
         (j)   Fischer Avenue from Lake Street to the Transfer Station.
      (3)   Other streets may be designated as truck or local delivery routes by ordinance.
   (D)   Exceptions and scope of application.
      (1)   The prohibitions of division (A) of this section shall not apply to:
         (a)   Emergency vehicles;
         (b)   Public utility vehicles owned or operated by the city, other public bodies, public utility companies, or any contractor or material man thereof, while engaged in the repair, maintenance or construction of streets or utility facilities within the city, or while traveling to or from such street repairs of public or private utility facilities, where the only access to such repairs or utility facilities is over residential streets;
         (c)   Vehicles involving local destination or origination, if necessary for the conduct of business or service of an occupant at a destination point, or from an origination point which may only be accessed by traveling from a designated truck or local delivery route over residential streets, as verified by a bill of lading;
         (d)   Detoured vehicles upon residential streets which are officially established as a detour for a truck route;
         (e)   Sanitation vehicles in the process of collecting refuse and recyclables; and
         (f)   Buses in the operation of picking up or dropping off passengers.
   (E)   Appropriate posting of signs. The posting of appropriate signage, as recommended by the Illinois Department of Transportation's specifications, and determined by the City Engineer, designating truck routes, local delivery routes, and related information shall be posted at community entrances and within the community at locations determined appropriate by the City Engineer.
   (F)   Violations punishable by fines. Any persons, firm, or corporation violating any provisions of this section shall upon conviction be fined any sum not less than $50 nor greater than $500.
   (G)   Class III truck routes.
      (1)   The portion of South Street beginning at the intersection of Burlington Avenue and extending east for .32 miles is designated as a Class III truck route.
      (2)   The portion of Burlington Avenue beginning at the intersection of South Street and extending north for .51 miles is designated as a Class III truck route.
