§ 31.005 SCOPE OF DEPARTMENTS, APPOINTIVE OFFICERS AND EMPLOYEES.
   The scope of the various departments of the city shall remain as now constituted, the powers and duties of appointive officers and employees shall remain the same, the composition of the Board of Local Improvements shall remain as is, and the salaries of all appointive officers and employees shall remain as now fixed, until such time as changes are made by the City Council.
