§ 71.082 EMERGING FROM ALLEY, BUILDING, PRIVATE ROAD, OR DRIVEWAY.
   (A)   The driver of a vehicle emerging from an alley, building, private road, or driveway within an urban area shall stop the vehicle immediately prior to driving into the sidewalk area extending across the alley, building entrance, road, or driveway, or in the event there is no sidewalk area, shall stop at the point nearest the street to be entered where the driver has a view of approaching traffic thereon, and shall yield the right-of-way to any pedestrians as may be necessary to avoid collision, and upon entering the roadway, shall yield the right-of-way to all vehicles approaching on the roadway.
   (B)   No driver shall enter a highway rail grade crossing unless there is sufficient space on the other side of the highway rail grade crossing to accommodate the vehicle being operated without obstructing the passage of a train or other railroad equipment using the rails, notwithstanding any traffic-control signal indication to proceed. Any person found in violation of this division shall be subject to a mandatory fine of $500 or 50 hours of community service.
   (C)   Local authorities shall impose fines as established in division (B) for persons found in violation of this section or any similar local ordinance.
